Principal Diana Rudolph stood on the deck of the Environmental Education Center near North East, Md., on Monday and gazed at the panorama of the Chesapeake Bay far below. Above her, a 550-foot-long cable ran from a tower at the rear of the building, where her students would be able to hook up to a zip line and swoop at 35 mph to a splashdown in the bay.

"I went to a camp in the sixth grade and it was never like this," said Rudolph, whose Perryville, Md., Middle School sixth-graders were the first group of public-school children to experience NorthBay, a new environmental learning center and youth camp in Elk Neck State Park. "It's phenomenal. This is more like a resort."
